Introduction:
The Federal Government of Nigeria is set to introduce three new national identity cards in May 2024, aiming to provide identity documentation to approximately 104 million citizens across the nation. The initiative, spearheaded by the National Identity Management Commission (NIMC), aims to enhance access to essential services and streamline government operations.
Details of the New Identity Cards:
The three distinct national identity cards to be introduced include:
- Bank-enabled National ID card: Catering to the middle and upper segments of society, this card will facilitate seamless banking transactions and financial services.
- Social intervention card: Designed to support government intervention programs, this card will provide authentication and secure access to essential services, particularly for the 25 million vulnerable Nigerians benefiting from government assistance.
- Optional ECOWAS National Biometric Identity Card: Issued on an as-needed basis in collaboration with the Nigerian Immigration Service, this card will offer biometric identification for citizens across the ECOWAS region.
Implementation Plan:
According to Ayodele Babalola, Technical Adviser for Media and Communications to the Director-General of NIMC, the rollout of these identity cards is expected to commence in May 2024, pending presidential approval. The bank-enabled National ID card and the social intervention card will be prioritized for launch, followed by the optional ECOWAS National Biometric Identity Card. Digital versions of these cards will also be available for individuals preferring digital formats, albeit with limited functionalities.
Collaborative Efforts and Technological Support:
The implementation of these identity card programs will be facilitated through collaboration with the Nigerian Interbank Settlement System (NIBSS), banks, and other government agencies. Additionally, the project will be powered by AfriGo, a technology platform under the central bank, aimed at ensuring efficient service delivery and adherence to international standards.
