UBEC, JICA Sign 5-Year MoU to Boost Smart Education in Nigeria

In a strategic move to modernize basic education in Nigeria, the Universal Basic Education Commission (UBEC) has signed a five-year Memorandum of Understanding (MoU) with the Japan International Cooperation Agency (JICA) to implement a Smart Education initiative focused on Science, Technology, Mathematics, and Pre-Vocational Education (STMPE).


The agreement, which spans from 2025 to 2030, targets selected schools in Benue, Nasarawa, and the Federal Capital Territory (FCT), with the aim of integrating digital learning tools and practical skills into Nigeria’s foundational education system.


Speaking at the signing ceremony in Abuja, the Chief Representative of JICA Nigeria Office, Mr. Ishigame Keiji, reaffirmed Japan’s commitment to supporting Nigeria’s ongoing education reforms. He described the Smart Education Project as a reflection of Japan’s broader global initiative to promote inclusive, equitable, and quality education.


“We believe that strengthening science and technology education at the basic level is critical for national development. Through this collaboration, we hope to empower young Nigerians with the skills and mindset needed for the digital age,” Mr. Keiji stated.


The Executive Secretary of UBEC, Dr. Hamid Bobboyi, commended JICA for its continued partnership and highlighted the importance of innovation in transforming classroom experiences. He noted that the initiative would provide pupils with hands-on learning in STEM and pre-vocational subjects, using modern digital tools to foster creativity and critical thinking.
“The future of education lies in adaptability and innovation. This project will serve as a model for how we can leverage technology and international cooperation to improve learning outcomes at the basic level,” Dr. Bobboyi said.
The Smart Education Project will commence with pilot implementation in selected public basic schools across the three target locations, with the potential for nationwide scale-up based on its success and impact.


The partnership underscores the growing role of international cooperation in strengthening Nigeria’s education system and preparing the next generation for a knowledge-driven global economy.
