FRSC, NAICOM Partner on Insurance Enforcement and Digitalizing Passenger Manifest
Abuja, Nigeria — October 30, 2025
In a significant move to strengthen compliance and improve safety in Nigeria’s road transport sector, the Federal Road Safety Corps (FRSC) and the National Insurance Commission (NAICOM) have inaugurated a Joint Task Force on the Enforcement of Compulsory Third-Party Motor Insurance and the Digitalisation of Passenger Manifest.
According to a statement signed by the Corps Public Education Officer, Segun Ogungbemide, the partnership marks a strategic step toward enhancing transparency, accountability, and efficiency within Nigeria’s road transport and insurance ecosystems.
The joint initiative aims to ensure full compliance with the Compulsory Third-Party Motor Insurance Act, which mandates all vehicle owners to maintain valid third-party insurance coverage. It also focuses on the digitalisation of passenger manifests, enabling real-time tracking, improved data management, and enhanced passenger safety and traceability.
Ogungbemide noted that integrating the FRSC and NAICOM databases would create a seamless information-sharing framework between both agencies, allowing for more efficient enforcement of insurance regulations and the prompt identification of non-compliant motorists.
“This collaboration underscores our commitment to leveraging technology to drive safety, accountability, and compliance across Nigeria’s transportation landscape,” the statement read.
The FRSC and NAICOM reaffirmed their resolve to work closely with other relevant stakeholders in the transport and insurance sectors to ensure the successful implementation of the initiative, which is expected to curb insurance fraud, promote road safety, and enhance public confidence in Nigeria’s road transport system.
