Nigeria’s new Inspector-General of Police, Olatunji Rilwan Disu, has unveiled a reform-driven agenda aimed at strengthening professionalism, accountability, and public trust within the Nigeria Police Force.

The reform blueprint, which was highlighted during discussions on the Good Morning Nigeria programme on the Nigerian Television Authority (NTA), outlines a six-point plan designed to reposition the police force and improve service delivery across the country.

The agenda places strong emphasis on restoring discipline within the force, modernizing policing operations, improving the welfare of officers, and building stronger partnerships between the police and communities.

A key pillar of the new Inspector-General’s agenda is the restoration of professionalism and ethical conduct within the Nigeria Police Force. Disu has pledged zero tolerance for corruption, misconduct, and abuse of power, noting that discipline and integrity are essential to rebuilding confidence in law enforcement institutions.

The reform plan also prioritizes strengthening internal oversight mechanisms within the force. Measures are expected to focus on improving transparency, addressing cases of misconduct, and ensuring that officers are held accountable for their actions.

According to the agenda, enhancing accountability is necessary to rebuild public trust and improve the credibility of the police.

Disu’s agenda also recognizes the importance of improving the welfare of police personnel. The reform plan includes initiatives aimed at enhancing housing schemes, pensions, and other welfare packages for officers.

Officials believe that better working conditions and improved morale will enable officers to perform their duties more effectively and professionally.

Another key focus of the agenda is strengthening collaboration between the police and local communities. The new police leadership is promoting community-centered policing initiatives designed to foster trust, encourage information sharing, and enhance grassroots security partnerships.

The agenda also prioritizes the modernization of policing operations through the deployment of digital tools, surveillance technologies, and improved forensic capabilities.

In addition, the reform plan includes expanded training programmes for officers and the adoption of global best practices to enhance investigative capacity and operational efficiency.

As part of broader security reforms, Disu has also initiated steps toward the establishment of state police structures. A committee is expected to develop a framework aimed at decentralizing policing, improving rapid response to local security challenges, and tailoring law enforcement strategies to specific community needs.

Stakeholders on the programme also highlighted several challenges confronting the new police leadership. These include the lingering deficit of public trust resulting from past incidents of brutality, extortion, and poor investigative practices.

Other concerns include the need to shield the police from political interference and ensure operational independence, as well as the challenge of securing adequate funding and logistics to sustain the proposed reforms.

Observers note that addressing these issues will be critical to the success of the reform agenda and the broader goal of strengthening security and law enforcement in Nigeria.
