Port Harcourt, Nigeria – February 14, 2026

The (NDDC) and the (REA) have formalized a strategic collaboration aimed at expanding electricity access across the Niger Delta region with the signing of a Memorandum of Understanding (MoU).
The agreement was signed by NDDC Managing Director, , and REA Director General, , marking a decisive step toward closing the electricity access gap in the oil-rich but infrastructure-challenged region.

Strengthening Coordination for Impact
The partnership is designed to align both agencies’ resources, technical expertise, and project planning processes to ensure more efficient delivery of sustainable power infrastructure. By harmonizing their mandates, NDDC and REA aim to avoid duplication, accelerate implementation timelines, and maximize development outcomes.
Under the MoU framework, both institutions will collaborate on project identification, financing structures, and coordinated execution strategies tailored to the specific energy needs of communities across the Niger Delta.

Driving Sustainable and Reliable Power
A key focus of the partnership is the deployment of reliable and sustainable energy solutions, including renewable energy systems, mini-grids, and off-grid electrification projects. These interventions are expected to improve electricity access for rural and underserved communities, many of which currently lack stable power supply.
Access to reliable electricity is seen as a catalyst for productivity, enterprise growth, and improved livelihoods. Small and medium-sized businesses, agro-processing ventures, healthcare facilities, and educational institutions stand to benefit significantly from stable power infrastructure.

Advancing Regional Development
Chief Dr. Samuel Ogbuku emphasized that improved electricity access aligns with NDDC’s mandate to drive sustainable development across the Niger Delta. Dr. Abba Aliyu highlighted REA’s national experience in rural electrification as a critical asset in ensuring projects are delivered efficiently and sustainably.
The collaboration underscores a shared commitment to transforming the region’s energy landscape while fostering economic inclusion and long-term resilience.

As implementation begins, stakeholders anticipate that the strengthened partnership between NDDC and REA will translate into tangible improvements in power supply, economic activity, and quality of life for communities across the Niger Delta.
