NESREA SHUTS DOWN QUARRY AS BLAST DESTROYS SCHOOL, INJURES SCHOOL CHILDREN

Abuja, Nigeria — November 28, 2025

The National Environmental Standards and Regulations Enforcement Agency (NESREA) has ordered the immediate shutdown of Cornerstone Company, operated by Istanbul Quarry, in the Dutse area of Abuja following a blasting incident that injured school children and staff and damaged several structures.


According to NESREA officials, the quarry’s blasting operation on Wednesday afternoon hurled rocks into the premises of Graceland High School, where students were in their classrooms writing examinations. The incident occurred at about 12:30 p.m., when a loud explosion was followed by flying debris that punched through school buildings and caused widespread panic.
A total of 11 students and two members of staff sustained varying degrees of injuries from the rocks that shattered roofs, walls, and windows. Nearby shops were also struck by the debris, resulting in property damage but no additional injuries.


NESREA’s Director General, Professor Innocent Barikor, who visited the scene, said the agency’s decision to shut down the quarry was based on clear violations of national environmental regulations.
“The Agency took the steps to shut down the facility as their operations were contrary to the provisions of the National Environmental (Quarrying and Blasting Operations) Regulations 2013,” Barikor stated.
He explained that preliminary findings showed significant contradictions to approved quarry operating procedures and safety protocols. Barikor added that the facility would face sanctions in accordance with the National Environmental (Quarry and Blasting Operations) Regulations 2013 after a full investigation is concluded.


Residents and parents of affected students have called for stricter enforcement of quarrying regulations in the rapidly expanding Dutse district, where blasting activities have become a source of frequent concern.
NESREA has assured the public that a comprehensive investigation is underway and that measures will be taken to prevent similar incidents in the future.
