Nigeria, Eni Sign Agreement Resolving OPL 245 Dispute

Abuja, Nigeria — Wednesday, February 28, 2024

Nigeria took a significant step toward resolving one of the longest-running disputes in its oil and gas sector as Chief Executive Officer of Eni, Claudio Descalzi, joined officials of the Federal Government of Nigeria for the signing of an agreement aimed at settling the controversy surrounding the offshore oil block OPL 245.

The agreement was signed in Abuja during a meeting that brought together senior government officials and representatives of the Italian energy company. Among those present were Nigeria’s Attorney-General of the Federation and Minister of Justice, Lateef Fagbemi, and the Minister of State for Petroleum Resources (Oil), Heineken Lokpobiri.

OPL 245, one of Nigeria’s most valuable deepwater oil blocks, has been at the center of legal and political disputes for more than a decade. The field, estimated to contain billions of barrels of oil, became the subject of international litigation and investigations over the circumstances surrounding its acquisition.

Speaking during the signing ceremony, Descalzi described the agreement as an important milestone in strengthening cooperation between Eni and Nigeria. He noted that resolving the dispute would allow both parties to move forward and focus on responsible energy development, investment, and long-term partnerships in the country’s oil and gas industry.

Attorney-General Fagbemi said the settlement reflects the government’s commitment to resolving legacy disputes through legal and diplomatic means while protecting Nigeria’s national interests. According to him, the agreement is part of broader efforts by the administration to create a more stable and transparent environment for international investors in the energy sector.

Minister of State for Petroleum Resources Lokpobiri emphasized that the resolution of the OPL 245 dispute sends a positive signal to global energy companies interested in investing in Nigeria. He added that the government remains focused on unlocking the full potential of the nation’s hydrocarbon resources while ensuring compliance with legal and regulatory frameworks.

Industry analysts say the settlement could help restore confidence in Nigeria’s upstream petroleum sector, which has faced years of uncertainty due to regulatory changes and disputes over oil assets.

The signing ceremony in Abuja marks what officials described as the beginning of a new phase of cooperation between Nigeria and Eni, with both sides expressing optimism about future collaboration in energy development and economic growth.
