UBEC to Empower One Million Girls by 2030 through LUMINAH Initiative

The Universal Basic Education Commission (UBEC) has launched engagements with twelve pilot states across Nigeria to kick-start the implementation of LUMINAH 2030, a groundbreaking national initiative aimed at educating and empowering over one million girls and women by the year 2030.
LUMINAH 2030—which stands for Learning, Uniting, Modernising, Innovating, Nurturing, Accelerating, and Harmonising—is a bold and strategic response by the Federal Government to the pressing challenges facing girls and women in Nigeria, particularly in underserved and rural communities. The programme addresses the persistent issues of out-of-school girls, limited access to quality education, and the lack of economic opportunities for women.
UBEC, in collaboration with key education stakeholders, development partners, and state governments, is coordinating the rollout of the programme, which is expected to provide accelerated learning opportunities, digital literacy, and vocational skills training for girls and women who have been traditionally excluded from formal education.
Speaking at a stakeholder meeting in Abuja, UBEC Executive Secretary Dr. Hamid Bobboyi emphasized the transformative potential of the initiative. “LUMINAH 2030 is not just a programme—it is a national movement for inclusion, empowerment, and sustainable development. We are laying the foundation for a future where every Nigerian girl has access to the education and skills she needs to thrive,” he said.
The pilot phase of the programme will focus on capacity building for teachers, infrastructure development, provision of learning materials, and community sensitization. Special attention will also be given to internally displaced persons (IDPs), girls in conflict zones, and those facing socio-cultural barriers to education.
When fully implemented, LUMINAH 2030 is expected to transform the lives of more than one million girls and women, reduce the gender gap in education, and significantly improve learning outcomes across Nigeria.
The initiative aligns with Nigeria’s commitment to the Sustainable Development Goals (SDGs), particularly Goal 4 (Quality Education) and Goal 5 (Gender Equality), and is seen as a critical step toward building a more inclusive and equitable education system.
