NAF, AMNESTY INTERNATIONAL STRENGTHEN ENGAGEMENT ON CIVILIAN PROTECTION
The Nigerian Air Force (NAF) on 15 September 2026 hosted a delegation from Amnesty International Nigeria for an engagement focused on the protection of civilians during military air operations.
The meeting formed part of Amnesty International Nigeria’s ongoing research into issues surrounding civilian protection during military operations. It also provided an opportunity for both organisations to exchange information, discuss concerns and explore ways of strengthening measures aimed at reducing harm to civilians.
The Executive Director of Amnesty International Nigeria, Mr Isa Sanusi, appreciated the Nigerian Air Force for facilitating the engagement. He also acknowledged the efforts of the Service to mitigate risks and prevent harm to civilians during its operations.
Representing the Chief of the Air Staff, Air Marshal Sunday Kelvin Aneke, the Chief of Civil-Military Relations, Air Vice Marshal Edward Gabkwet, said the NAF recognises credible human rights organisations and civil society groups as important stakeholders in promoting accountability, transparency and compliance with international standards.
Gabkwet explained that Civilian Harm Mitigation is incorporated into the Nigerian Air Force’s operational doctrine. He said measures to protect civilians are considered during the planning and execution of air operations, which are guided by relevant provisions of International Humanitarian Law, the Laws of Armed Conflict, Standard Operating Procedures and approved Rules of Engagement.
The engagement also highlighted the importance of maintaining regular communication between the military and credible civil society organisations. According to the NAF, sustained dialogue and transparency can contribute to continuous improvement in military operations and help strengthen public confidence in the Service
.
Both parties agreed on the need for continued constructive engagement and information sharing on issues relating to civilian protection. The Nigerian Air Force reiterated its commitment to protecting civilian lives while carrying out its constitutional responsibilities to safeguard Nigeria’s territorial integrity and national security.
The meeting therefore underscores the importance of civilian protection, accountability and dialogue in military operations, particularly where air operations are conducted in areas with civilian populations.
