The Federal Government has continued to advance its public service reform agenda through the introduction and adoption of digital performance management systems aimed at improving efficiency, strengthening accountability, and enhancing service delivery across Ministries, Departments, and Agencies (MDAs).

The Automated Performance Management System (PMS) is designed to modernise how employees’ performance is assessed, monitored, and evaluated by replacing traditional manual processes with a more transparent, measurable, and technology-driven approach.

The system aligns with the Federal Government’s broader efforts to build a professional, productive, and results-oriented civil service capable of responding effectively to the needs of Nigerians.

The automated system is expected to enable public servants to establish clear performance targets, monitor progress, and receive timely feedback on their responsibilities. By digitising performance records and appraisal procedures, the platform can reduce paperwork, improve record management, and make it easier for supervisors to assess employees’ contributions.

The introduction of measurable performance indicators will also help ensure that individual employees’ responsibilities align with the objectives of their respective departments and agencies.

Under the Federal Civil Service’s Performance Management System framework, employees are expected to establish work plans, agree on performance targets with their supervisors, and undergo periodic assessments. The approach is intended to replace the limitations of the former Annual Performance Evaluation Report (APER) system with a more continuous and results-oriented process.

The adoption of automated performance management reflects the growing importance of digital technology in public administration. Through improved access to performance data, government institutions can identify operational challenges, monitor progress towards organisational goals, and make better-informed management decisions.

Digital performance monitoring can also strengthen institutional transparency by providing clearer records of assigned responsibilities, completed tasks, and assessment outcomes.

However, achieving these benefits will require reliable digital infrastructure, adequate staff training, consistent implementation, and safeguards to ensure that performance assessments remain fair, accurate, and objective.

The system is expected to encourage a stronger culture of professionalism, discipline, and accountability among public servants. By linking individual responsibilities to institutional objectives, government agencies can better evaluate whether their activities are producing the intended results.

Effective implementation could also help identify employees who require additional training, recognise strong performance, and address persistent administrative inefficiencies.

Ultimately, the success of the Automated Performance Management System will depend on how effectively government institutions deploy the technology, support employees through the transition, and use performance information to improve service delivery.

The initiative represents part of Nigeria’s continuing efforts to modernise public administration and establish a more efficient, transparent, and citizen-focused civil service.
