The Office of the Head of the Civil Service of the Federation (OHCSF) has clarified that it neither approved nor formally communicated the approval of the recently circulated 40 percent peculiar allowance for federal civil servants to the Joint National Public Service Negotiating Council (JNPSNC) or any labour union.
In a statement issued by the Director of Press and Public Relations, Eno Olotu, the Office emphasized that the statutory authority responsible for issuing and communicating circulars on remuneration matters rests solely with the National Salaries, Incomes and Wages Commission (NSIWC).
The clarification comes in response to a circular referenced in public discussions, which was issued by the NSIWC on April 23, 2026.
According to the statement, a meeting convened by the Head of the Civil Service of the Federation on Tuesday, May 12, 2026, was strictly an interventionist and conciliatory engagement. It was aimed at promoting dialogue between organised labour under its jurisdiction and the NSIWC, with the goal of fostering mutual understanding and preventing any breakdown in labour relations within the federal civil service.
The OHCSF further stressed that the engagement was not an approval forum for allowances but part of ongoing efforts to maintain industrial harmony across the civil service structure.
Reaffirming its position, the Office stated its continued commitment to peaceful labour relations and sustained collaboration with all relevant stakeholders toward improving efficiency and stability in the Federal Civil Service.
