PRESS RELEASE: RE: ALLEGED EXTRAJUDICIAL KILLING OF MR ABDULRAHMAN MUSTAPHA BY MILITARY PERSONNEL

Ibadan, Nigeria, March 27, 2026

The Headquarters Theatre Command of Operation HADIN KAI has addressed social media reports alleging that on 22 March 2026, troops fatally shot one Abdulrahman Mustapha (also referred to as Abchin) at the Polo Axis near the Federal High Court, Maiduguri. The reports claim the deceased was unarmed, returning from a Sallah visit, and characterize the incident as an extrajudicial killing, citing alleged violations of constitutional rights, lack of transparency, and improper handling of the body, while calling for independent investigation, accountability, and compensation.

The Theatre Command considers these allegations extremely serious and has initiated appropriate procedures to establish the facts. Preliminary operational indicators suggest the incident, which reportedly occurred at about 11:40 p.m., may involve underlying security complexities. A comprehensive and impartial investigation is ongoing to determine the full circumstances, including compliance with the applicable Rules of Engagement and operational procedures.

Initial findings indicate that troops may have encountered individuals consistent with a Boko Haram/ISWAP reconnaissance element or a sleeper cell in the area. Reports suggest that the individual allegedly attempted to snatch a soldier’s rifle, demonstrating hostile intent and a direct threat to troop safety. Furthermore, he was reportedly found in possession of multiple identification cards with different names, including a foreign ID from the Niger Republic, suggesting possible cross-border movement or use of a decoy identity.

The deceased was also reportedly carrying a bottle of Tutolin Syrup and several wraps of suspected Cannabis Sativa. Eyewitness accounts indicate he was accompanied by two unidentified women who fled the scene, potentially acting as accomplices. His suspicious conduct prior to the incident reportedly prompted a distress call to the nearest military post.

These preliminary details remain subject to verification and should not be interpreted as final conclusions. The ongoing investigation will clarify the sequence of events, the actions of all parties, and relevant operational context. All components of OPHK have been directed to intensify efforts to locate the fleeing individuals, as they may provide critical information for ongoing security operations.

The Theatre Command assures the public that due process will be followed, and any findings will be addressed in line with applicable laws and military regulations. Operation HADIN KAI remains committed to the highest standards of professionalism, accountability, and protection of human rights while continuing its mandate to safeguard lives and maintain security in the theatre of operations.
