FG Releases White Paper on EUDR, Launches National Agricultural Traceability & Environmental Monitoring Framework
Abuja, Nigeria — 27th November, 2025
The Federal Government has formally launched a National Agricultural Traceability and Environmental Monitoring Framework, a strategic intervention designed to safeguard Nigeria’s agricultural export sector from losing over $4 billion annually following the enforcement of the European Union Deforestation-Free Regulation (EUDR).
The initiative was unveiled in Abuja as the Minister of Agriculture and Food Security, Senator Abubakar Kyari, released a comprehensive White Paper detailing Nigeria’s strategy for meeting EUDR requirements. During the event, the Ministry also signed a landmark Memorandum of Understanding (MoU) with the National Space Research and Development Agency (NASRDA)—a key step in strengthening the country’s monitoring and traceability capacity.
Under the new partnership, NASRDA will deploy satellite technology, including:
High-resolution imagery
Real-time monitoring systems
Geospatial mapping tools
Technical advisory support
The Ministry of Agriculture and Food Security (FMAFS) will lead national implementation by coordinating farmer registration, harmonising policies, and integrating traceability systems across the agricultural value chain.
Speaking at the launch, Senator Kyari described the development as “the beginning of a new era where data, science, and trust will determine the competitiveness of agricultural economies.”
The Minister stressed that the European Union will only accept a unified, national-level traceability system, cautioning that fragmented or state-based approaches will be rejected under EUDR rules. He emphasised that the newly released White Paper provides a clear roadmap for ensuring Nigerian agricultural exports remain competitive and compliant in global markets.
The Federal Government reaffirmed its commitment to protecting farmers, exporters, and the national economy from the potential disruptions of the new EU regulation, while positioning Nigeria as a leader in sustainable and transparent agricultural production.
