NNPC, Chinese firms sign MoU towards restart, expansion of Warri, Port Harcourt refineries
Abuja, Nigeria — May 4, 2026
The Nigerian National Petroleum Company Limited (NNPC Ltd.) has signed a Memorandum of Understanding (MoU) with two Chinese firms, Sanjiang Chemical Company Limited and Xinganchen Fuzhou Industrial Park Operation and Management Co Ltd, to support the restart and expansion of Nigeria’s key refineries.
The agreement is aimed at fostering collaboration through a potential Technical Equity Partnership focused on the completion, rehabilitation, and efficient operation of the Port Harcourt Refinery and Warri Refinery.
The partnership is expected to enhance operational capacity, improve efficiency, and strengthen Nigeria’s domestic refining capability as part of broader efforts to boost energy security and reduce dependence on imported petroleum products.
NNPC Ltd. noted that the collaboration represents a strategic step towards revitalising the country’s refining sector through international partnerships and technical expertise.
